I believe that page strength will decide the winner, as link popularity can be improved offline anytime using the usual resources such as directory submissions and forums. Really cool contest but no point making such SEO contest where the only goal is to be the first in search results that encourages people to use black hat SEO techniques. Contest must have means to discourage blackhatting.
